What is the Jing Yi Program?
In November 2010, FTIA entered into a one-year agreement with the Liupanshui SWI in Guizhou province to assist with the placement of their special needs children. Liupanshui consists of five orphanages: Liupanshui Social Welfare Center, Liuzhi Special Zone SWI, Pan County SWI, Zhongshan District CWI, and Shuicheng County SWI. This type of program is called the One-On-One Program by CCCWA.
When we first started this program, we were saddened to learn of the passing of an infant girl whom we had hoped to find a family for. She was a newborn with Hep B and HIV, but wasn't strong enough to survive. This little girl's name was Jing Yi, which means calm, joyful, harmony. We decided to name this new program the Jing Yi Program to not only honor her short life but to remind us of how important it is for these children to receive the care they need, even before they are placed with their forever families.
During our year working with the 5 orphanages in Guizhou, FTIA was able to help provide the orphanages with much needed supplies such as bedding, heating units, computers, etc., as well as provide much needed medical care for some of the children and assist in starting up a foster care program in the area. Both FTIA and CCCWA were pleased with our results in Guizhou. Because of our success in this program, in March 2012, we signed into a similar agreement with two orphanages in Hubei province - Xiangyang CWI and Yichang CWI.
How does the program work?
FTIA will be exclusively assigned the files of special needs children from the orphanages we are in current agreements with. We will be assisting the orphanages in preparing the files of their children, as well as providing medical assistance for the children as needed.
When we receive the files of children in this program, we will first look through our current list of Waiting Families to see if we can match any of these children with those families. We would then contact the family to see if they would be interested in reviewing the child's file. For the children we don't match, we will then let FTIA families know about these children through the regular China and China Waiting Children Yahoo groups. We will then post information on our public website and ask that interested families contact us.
Families will need to have an active application with FTIA in order to review one of these children's files. When a family with an active application expresses an interest in one of these children, we will send them the child's complete file and consider that child to be on "hold" status. During that period, we expect the family to consult with an international adoption physician, as well as any other specialists, according to the child's need. If the family decides to move forward with adopting that child, we will ask that they submit their paperwork to permanently lock the child's file within a reasonable amount of time. Unlike the Shared Program, these children will only be available for placement through FTIA. For families currently with another agency, we will not be able to transfer a child's file to another agency. Families considering these children will be given at least seven days to review the file and consult with a physician instead of the 72 hour period of the Shared Program established by the CCAA. Families will be given enough time to consult with an international adoption physician, as well as to receive answers back from the orphanage to questions they might have about the child. We want families to have the time they need to make an informed decision about the child; however, we also will not allow a family to tie up the file of a child for so long as to harm the chances of the child finding a family.

Yue
This happy little girl is 19 months old. Upon admission to the orphanage, she was noted to have high muscle tension so physical therapy was started with her. At age 8 months, she had a seizure hyperspasmia and an MRI determined she has cerebral dysplasia. Yue’s muscle tone on her left side is weaker than her right, but she responds well to therapy and can sit and crawl on her stomach. She can speak a little but prefers to babble and can understand when spoken to and will respond appropriately. She likes to be hugged by the nannies and will respond with smiles to them. She is described as quiet and enjoys her daily physical training. You can see videos taken recently of Yue at:

Xiao is a beautiful 7 year old girl with knee valgus and incontinence. She appears to have had some type of spinal surgery prior to coming to the orphanage at 10 months of age. She was also diagnosed with hydrocephaly when first admitted; however doctors believed that there was no need to do surgery because the fluid would resolve over time. Since then her head circumference has been getting smaller and smaller. She had shown delays in language and mental development, but she has been improving every day.
She can take care of herself, crawls and can walk some by leaning on the railing. She is described as lively and cheerful and likes to sing while her best friend dances. Her caretakers say she is smart, polite and likes to give them a warm hug when they come to work. You can see recent videos of her at:

Xiao is designated as Special Focus and is part of our Jing Yi program. All FTIA agency fees will be waived for Xiao’s adoptive family.

“AJ” is an 8 year old boy with thrombocytopenia (low platelet count). He is a smart boy and his file includes some of his school work to prove it. He came to the orphanage at age 6 and had a hard time adjusting at first. He now is in 2nd grade and gets A’s in all classes. He likes math the best and helps tutor the other children. He greets his caregivers at the gate when they arrive and when they leave will wave and tell them to pay attention to the road or ask that they stay longer. Jian is a 7 year old boy with Down’s Syndrome. He is described as strong, polite, outgoing and active although shy around strangers. He is in special education where he listens carefully to his teachers, can go upstairs alone and answers “here” in a loud voice when called upon. He can take care of himself. Yukun is a 19 month old boy with deformed wrists and missing his right thumb, but otherwise normal development. He is described as having a ready smile with big eyes and a round face. He can use both hands to grab toys and shake rattles. He likes to eat and when he is unhappy his nanny will watch cartoons with him to quiet him. His favorite activity is to watch TV. At age 14 months, he could sit on his own and walk with his hand held.
Yukun is designated as a Special Focus child, so families only need to be able to submit their dossier within 6 months in order to commit to him. |

Ran is a 3 year old boy that is post surgery for meningocele and is currently incontinent. He has good motor skills, can walk on his own, and can climb stairs with a handrail. Ran is described as smart, outgoing and athletic. He has a good appetite, is not a picky eater and particularly likes apples, bananas and watermelons. He is attached to his caregiver and likes to follow her around and mimic her. You can see videos of this little one at:

Qiu is a 2 year old boy in our Jing Yi program. He was brought to the orphanage at 2 months of age and appeared to have normal development. When he was a year old he had a seizure where it was determined he had a brain hemorrhage. After hospitalization it was determined he had brain dysplasia on the right side and limited movement in his left arm. He has done physical therapy and still has limited coordination in his left arm but free movement with his right.
He is described as outgoing, liking sports, clever and with a good appetite. He understands instructions given by the caregivers such as “take a nap please” and will obey with a big smile. Qiu is a darling little guy in need of a loving family.
