Written by Keith WallaceAll the public comments from the first draft regulations have now been published on the State Department website. There were many, many comments. The next step is for the State Department to either publish a second draft and another public comment period to follow or proceed to skip a second draft and publish the final regulations. Another draft or the publication of the final regulations could come any day or it could be months away - there is no way to tell because there are no public announcements about when it is going to happen. Whenever the final regulations are published, it will still be another 24 - 36 months before the Hague is implemented. Thus, the Hague is not going to affect anyone currently in the adoption process. We are closely watching all issues associated with the Hague because it will have a significant impact on all adoptions once it is implemented! |
