Written by Keith WallaceBrazil continues to be disappointing at this time. Despite repeated trips and several positive meetings in Rio, the fact is that program development continues to be very slow. Contrary to our original discussions and commitments from CEJA/Rio, the youngest children that can be placed to the U.S. from Rio are six years of age. We are told that once the U.S. has fully implemented the Hague Convention With Respect to International Adoption, the age will drop to three. We will continue to work on developing our Brazil program because of the countless number of children from Rio needing loving homes. In all of Rio, there were fewer than 50 international adoptions in 2003, despite there being literally thousands of children needing homes. As we continue to work in Rio, we are also exploring some other Brazilian states, looking for more adoption-friendly officials. We will keep you updated! |
